VISION 2020: THe right to Sight was launched by WHO in 1999. It requires a commitment to develop programmes serving populations at the district level, where needds can be assessed, resources identified and community support motivated. The manual documents lessons being learnt from three successful but different district models that have been developed in response to local conditions in Zambia, India and Ecuador.
